Well, some things are influenced by genetics, such as brain chemistry, which is in charge of some pretty important shit - our moods, for example. However, I believe that humans can overcome (almost) anything if we simply put our minds to it. This goes for both genetics and environment. Does it influence us? Yes, but that doesn't mean it has to rule us.
So, answer: A little bit of both, but mostly it just depends on the person.
